Why Professor Musibau A. Babatunde Should Be the Next Governor of Oyo State

Oyo State stands at a critical crossroads as Governor Seyi Makinde’s second term winds down ahead of the 2027 governorship election. The administration has delivered tangible progress in infrastructure, education, agriculture, and economic stability through a clear, results-driven governance model. What the state needs now is not a break from this momentum but a leader with the depth of experience, intellectual rigor, and institutional knowledge that can consolidate on these gains and accelerate the state’s economic reemergence.

Professor Musibau A. Babatunde, the current Secretary to the State Government (SSG), a Professor of Economics at the University of Ibadan, and an architect of the state’s economic blueprint, is uniquely positioned to provide that  envisioned leadership.

*A Proven Architect of Oyo’s Economic Transformation*

Since 2019, Professor Babatunde has been at the heart of Oyo State’s economic policy architecture. He began as Special Adviser (SA) on Economy to Governor Makinde, providing expert counsel during the formative years of the administration. He was later elevated to Commissioner for Budget and Economic Planning, where he played an important role in designing and implementing the Oyo State Roadmap for Accelerated Development (2019-2023), which is the foundational economic framework that has guided government activities for the past seven years.

This Roadmap was not an abstract document; it was a practical, data-driven strategy focused on revenue generation, fiscal discipline, youth empowerment through agribusiness and skills acquisition, private-sector partnerships, and sustainable infrastructure development. Under his stewardship, the state moved from a position of economic uncertainty to one of measurable growth. Budget performance improved significantly, domestic revenue streams expanded, and the state attracted investments while maintaining fiscal prudence even amid national and global economic headwinds.

His transition to SSG in January 2026 further demonstrates the governor’s confidence in his ability to coordinate the entire machinery of government. Governor Makinde himself noted that Babatunde has been with the administration from the beginning, understands its vision intimately, and was among the few who believed in it before 2019. This continuity is not mere loyalty, it is institutional memory that ensures policies are not abandoned midway but built upon.

*Intellectual Depth Meets Practical Governance Experience*

Unlike many politicians who rely on rhetoric or patronage, Professor Babatunde brings world-class academic credentials and research expertise to governance. As a Professor of Economics at the University of Ibadan with specializations in international economics, energy economics, development economics, and growth empirics, he has published extensively and earned recognition such as the African Economic Research Consortium Collaborative PhD Scholarship. His scholarly work equips him to navigate complex economic realities, global inflation, climate impacts on agriculture, youth unemployment, and the need for sustainable revenue—better than most.

Yet he is no ivory-tower theorist. His progression from Chief Economic Adviser to Commissioner to SSG shows a rare blend of policy design, implementation oversight, and bureaucratic coordination. He has managed multi-billion-naira budgets, negotiated public-private partnerships, and ensured that economic plans translate into visible deliverables, from an improved budget execution to youth empowerment programs embedded in the Roadmap. This hands-on experience across seven years of governance makes him the candidate best prepared to hit the ground running on Day One.

*Continuity Without Complacency:The Case for a Worthy Successor*

Oyo State has broken the historical cycle of policy discontinuity that plagued previous administrations. The gains recorded in the last seven years, with enhanced internally generated revenue, expanded economic opportunities, and a reputation for fiscal responsibility, are too valuable to risk on an untested hand. Professor Babatunde is not an outsider seeking to “start afresh”; he is the insider who helped design the very framework that produced these results. He has been described in various quarters as a worthy successor precisely because he embodies the competence, loyalty to Oyo’s progress, and vision needed to sustain Omituntun (the administration’s development philosophy) into the next decade.

As Governor, he would prioritize:

•  Deepening economic re-emergence by building on the existing Roadmap with an updated, ambitious Omituntun 3.0 that leverages technology, value-chain agriculture, tourism, and solid minerals.

•  Fiscal discipline and inclusive growth, ensuring that revenue gains translate into better healthcare, education, and job creation for the youth who form the majority of the state’s population.

•  Good governance and institutional strengthening, drawing on his experience coordinating ministries, departments, and agencies to deliver seamless service to the people.

•  Unity and merit-based leadership, as evidenced by his appointment based purely on competence and track record rather than ethnic, religious, or zonal considerations.

*A Leader for Oyo’s Future*

Oyo State does not need another experiment in governance. It needs a steady, visionary hand that understands the economic fundamentals, has proven capacity to deliver, and possesses the integrity to place the state’s interest above personal or partisan considerations. Professor Musibau A. Babatunde has earned the trust of the current governor, the respect of technocrats, and the admiration of those who value evidence-based leadership.

As the governor prepares to unveil his preferred successor in the coming weeks, the case for Professor Babatunde is compelling: he is not just ready, he is already delivering. Choosing him ensures that the economic re-emergence of Oyo State does not stall but accelerates, securing a prosperous, stable, and inclusive future for all citizens.

Oyo deserves nothing less.

LASG LAUNCHES NIGERIA’S FIRST PARAMETRIC FLOOD INSURANCE POLICY TO PROTECT VULNERABLE COMMUNITIES

• Governor Sanwo-Olu Unveils $7.5m Climate Risk Safety Net; Targets 4 Million vulnerable Residents in 7 LGAs

The Lagos State Government reaffirmed its dedication to innovative, inclusive, and sustainable policies with the launch of the Lagos Flood Risk Insurance Policy. This pioneeringinitiative is designed to protect vulnerable residents, safeguard livelihoods, and strengthen the State’s capacity to respond swiftly to flood-related disasters.

The project is a result of a tripartite partnership involving the Lagos State Government, the German Government (through the InsuResilience Solutions Fund/KfW Development Bank), the United Nations Development Programme (UNDP), and the Insurance Development Forum (IDF).

Speaking at the launch held on Wednesday, 29th April 2026, at the Radisson Blu Hotel, Victoria Island, Governor BabajideOlusola Sanwo-Olu represented by the Secretary to the State Government, Barrister Abimbola Salu-Hundeyin, described the policy as a fulfilment of his administration’s promise to govern with foresight and build systems capable of anticipating and absorbing environmental shocks.

Governor Sanwo-Olu noted that the project marks a departure from traditional, reactive disaster response. “The Lagos Flood Risk Insurance Project is a parametric flood insurance policy, the first sub-sovereign climate risk transfer solution of its kind in Nigeria. It does not wait for damage assessments before releasing funds. It does not require lengthy claims processes. The moment pre-agreed flood triggers are met, verified through satellite data and advanced flood modelling provided by our partners, financial resources are released automatically to the Lagos State Government, enabling us to deploy disaster relief and direct cash transfers to affected communities within the shortest possible time,” he stated.

The Governor disclosed that the policy covers up to four million vulnerable residents across seven pilot Local Government Areas: Alimosho, Ajeromi-Ifelodun, Amuwo-Odofin, Apapa, Kosofe, Somolu, and Ojo, providing a potential coverage of up to $7.5 million in the event of a flood.

Addressing the viability of the programme, the Governor highlighted the support of the InsuResilience Solutions Fund, which is funding 90 per cent of the first-year premium, while Lagos State contributes the remaining 10 per cent. He assured that the State Government is committed to progressively increasing its contribution in subsequent years to ensure long-term sustainability and institutionalisation of climate risk financing.

He further urged Lagosians, especially those in flood-prone communities, to ensure their registration with the Lagos State Residents Registration Agency (LASRRA) is up to date, as the database will be used to facilitate seamless and direct disbursement of support to affected individuals when flood triggers are activated.

The Governor commended development partners, including the United Nations Development Programme, the Insurance Development Forum, the World Bank, the African Development Bank, the European Union, and private sector partners such as AXA Climate and Swiss Re, for their technical expertise and collaboration in bringing the project to fruition.

Earlier in his welcome address, the Honourable Commissioner for Finance, Mr. Abayomi Oluyomi, noted that the insurance pay-out mechanism would be seamlessly integrated into the State’s social protection framework. He explained that the government would leverage the Lagos State Residents Registration Agency (LASRRA) database to identify and reach affected persons.

Also speaking at the event, the Special Adviser to the Governor on Sustainable Development Goals, Dr. Oreoluwa Finnih, highlighted the strategic alignment of the initiative with the State’s broader disaster risk financing framework and the Sustainable Development Goals (SDGs), particularly Goals 1, 11, and 13. She explained that the scheme represents a paradigm shift toward data-driven, anticipatory governance, designed to deliver immediate funds for emergency response and social protection.

Lana slams APC National Secretary over remarks on Makinde

A member of the Oyo State  Advisory Council, Barrister Michael Lana, has berated the National Secretary of the All Progressives Congress (APC), Senator Ajibola Basiru, for accusing  Governor Seyi Makinde of making irresponsible statement.

Makinde had at the Opposition Political Parties National Summit held in Ibadan on Saturday, warned of ‘Operation wetie', a violent political crisis in Western Nigeria between 1962 and 1965, should the country descend into a one-party state.

But Lana in a statement he personally signed on Sunday, said rarher than blaming Makinde for what he said Basiru and his ilks should have checked the inciting actions of his party and President Bola Tinubu and juxtapose them with what he termed, the mere advice of the governor given timeously to avoid  a repeat of what happened in the first republic.

According to him, if Basiru had done that he would have known that the APC had been inciting Nigerians especially in the political field with its actions in its attempt to have a one-party state with its President as the only candidate in the 2027 general elections.

The former Attorney-General and Commissioner for Justice in Oyo State disclosed that this is the first time in the history of the country where a party will have over 30 governors, not voted for in that party but coerced by the ruling party thereby leaving Nigerians who voted for different parties stranded.

He stated further that this is also the first time that all organs of state are captured by a party and being used to destabilize opposition, noting that this is the first time in the history of Nigeria that a government will amend the Electoral Act for its own benefit but against the interest of Nigerians and appoint an electoral umpire right from its flanks whose credibility is flawed with each attempt to cover his tracks.

Lana insisted that these are inciting actions that Bashiru should warn against, stating that they portend high risk of danger and are more dangerous to what happened during "operation wetie."

He said, "When Nigerians are pushed to the wall and without any hope or solution because all apparatus that would redress these failings have been captured by the state, they will have no choice than to resort to violence."

He maintained that it is highly commendable that we have a governor such as Makinde to remind Nigerians and those in government to have a rethink before such events happen, noting that it is people like Bashiru who will see him as an enemy and continue to prod the President on until the worst happens.
