People's Head of Service Bows Out of Oyo Civil Service

... We Will Miss Her - Forum of Permanent Secretaries

By Abiodun Atilola, Ibadan

As May 2026 approaches, the corridors of the Oyo State Secretariat in Agodi, Ibadan, prepare to bid farewell to a titan of public administration, Mrs. Olubunmi Oni, mni, the Oyo State Head of Service (HOS), is set to transition into retirement, leaving behind a legacy defined by structural reform, meritocracy and  unwavering commitment to the Pacesetter State ethos.

The career impact and transformative leadership of a woman who bridged the gap between traditional bureaucracy and modern governance.

When Mrs. Olubunmi Oni assumed office in May 2023 with a funfair to the Office of the Head of Service. she did so with a clear mandate to professionalize the workforce and align it with the "Omituntun 2.0" vision of Governor Seyi Makinde. Her tenure has been characterized by the philosophy that a state is only as efficient as its civil service.

One of her most significant contributions was the overhaul of the Confirmation, Promotion, and Advancement Examinations. Under her leadership, the dreaded "fail one, fail all papers" policy was abolished.

In late 2025, she clarified that examinations were no longer hurdles designed to frustrate workers but tools for professional competence.

She allowed officers to resit only failed subjects, she boosted morale and ensured that carrier progression was based on specialized knowledge, intellect, rather than luck.

Mrs Olubunmi Oni was a relentless champion for staff working conditions, ensuring that Governor Makinde’s worker-friendly policies including the consistent payment of salaries and 13th-month bonuses were implemented seamlessly.

The Head of Service also integrated social responsibility into her role. From distributing food items at the Rehabilitation Center for Disabled in Moniya to visiting Juvenile Correctional Centers, she redefined the HOS role as one that looks after the most vulnerable in the society.

Meanwhile. Her designation as Member of the National Institute (mni) the highest honor for policy and strategic studies in Nigeria was evident in her administrative style.

Nevertheless, Her approach was never reactionary, it was always strategic.  navigating the complexities of the 2025 Promotion Exams or managing the inter-agency dynamics between the Civil, Judicial and Legislative services, her "Kuru" training provided the intellectual backbone for a stable Oyo State Civil Service bureaucracy.

Mrs. Oni prepares to hand over the baton, the "Oyo State Civil Service" she leaves behind is vastly different from the one she inherited. It is more resilient, more professional and more compassionate.

She didn't just manage the civil service, she nurtured it.

She said. "As we set our goals please let us remember that faithful action and perseverance are key to success."

Interestingly, as she exits the Agodi Secretariat, her legacy remains etched in the streamlined files, the promoted officers and the Pacesetter spirit she helped revitalize.

She said "Since I assumed office as the Head of Service, my team has made significant strides in the following areas,

-Implementing performance management systems, by enhancing accountability and transparency

- Developing leadership training programes, by building capacity for current and future leaders

OYO GOVT REAFFIRMS POSITION ON MARKET LEADERSHIP PROCESS, BABALOJA-GENERAL-IN-COUNCIL IN OYO STATE

The Ministry of Investment, Trade, Cooperatives and Industry (MITC&I), Oyo State Government, wishes to address recent public discussions and a misleading publication with the headline “Steer Clear of Traders Affairs, Groups Tell Oyo Government, Trade Commissioner”, which has created a distorted impression regarding the role of Government in the affairs of market leadership structures and the emergence, inauguration, and ongoing engagement processes of the Babaloja-General-in-Council in Oyo State.

For the avoidance of doubt, the Oyo State Government has at all times acted strictly within its statutory mandate, guided by extant laws, judicial pronouncements, and established administrative procedures governing the administration of market associations in the State, particularly under the Oyo State Market Leaders’ Council Law, 2020.

The Ministry’s involvement has remained purely administrative, facilitative, and supervisory in nature, aimed at ensuring order, inclusiveness, and industrial harmony within the trading community across the State.

It is important to recall that the leadership issue relating to the office of the Babaloja-General stemmed from a subsisting judgment of the Oyo State High Court delivered on 17th June, 2022 by Hon. Justice K.B. Olawoyin, which nullified the earlier disputed arrangement and clearly affirmed that the authority for selection of a Babaloja-General lies exclusively with traders through the duly recognized Market Leaders’ Council.

Following the judgment, the Ministry formally sought legal clarification from the Ministry of Justice, which confirmed that the Market Leaders’ Council is empowered to initiate a fresh, lawful, transparent, and inclusive process for the emergence of market leadership, and that no stakeholder was expressly disqualified from participating in such a process. The legal advice further reinforced the necessity for strict adherence to due process and established judicial guidance.

In compliance with this legal framework, the Market Leaders’ Council reconvened and undertook its internal processes, culminating in a formal selection exercise in which eight (8) out of twelve (12) members voted in favour of Alhaji (Chief) Yekini Abass Oladapo as Babaloja-General of Oyo State. This outcome was duly conveyed through appropriate government channels and subsequently received the approval of His Excellency, the Executive Governor of Oyo State, Engr. Seyi Makinde, FNSE, leading to formal ratification and issuance of a Certificate of Recognition in November 2022.

It is equally pertinent to place on record that the entire process was anchored on extensive stakeholder engagement across the 33 Local Government Areas of the State. Following the dissolution of the previous leadership structure, Government received a formal request from the Office of the Babaloja-General seeking approval to embark on a statewide sensitization and consultation tour across all 33 Local Government Areas of Oyo State. The request was aimed at engaging market stakeholders, sensitizing traders on government economic initiatives, and gathering feedback to strengthen coordination within the market system.

The Ministry duly granted approval for the tour, with designated government officials assigned to accompany and observe the process in order to ensure transparency, professionalism, and adherence to due process. The engagement exercise further strengthened consultation, unity, and communication among market stakeholders across the State.

Subsequent administrative engagements, including a structured request dated 28th November, 2025 for continuation of statewide market consultations, were also duly approved by the Ministry. Government officials were assigned to participate, while clear directives were issued for professional conduct and submission of comprehensive reports. These continued engagements underscore the consistency of Government’s oversight role and its commitment to orderly market administration.

The Ministry categorically states that at no point did the Government impose any candidate or interfere with the internal decision-making processes of traders’ representatives. The role of Government has remained strictly administrative, facilitative, and anchored on respect for judicial authority, statutory provisions, and due process.

Accordingly, any narrative suggesting undue interference by the State Government or the Honourable Commissioner does not reflect the true position of facts, the legal determinations of the Court, or the structured administrative processes that guided the entire sequence of events from 2022 through subsequent engagements.

The Oyo State Government remains firmly committed to sustaining peace, stability, and orderly governance within all market associations, while continuing to support lawful institutions within the informal sector in line with judicial pronouncements, extant laws, and the public interest.

OPC New Era Elders’ Council Rejects Tenure Extension for Sadam-Led Executives

The Elders’ Council of the Odua People’s Congress (OPC) New Era has dissociated itself from a purported meeting that extended the tenure of the Alhaji Rasaq Balogun Arogundade, alias Sadam, led executives.

The council described the decision as null and void, saying it did not reflect the position of the full body.

Crisis has trailed the eight-year tenure of the Sadam-led executives, with some leaders of the Yoruba sociocultural group insisting it ended on Friday, December 12, 2025.

During the week, some members of the Elders’ Council announced an extension allowing Sadam to run for a third term.

Those said to have taken the decision included Comrade Monsuru Akande, Acting Chairman; Ranti Akande; Alhaji Adeshina Amusa; Lateef Ogungbayi; and Alhaji Sadam himself.

Reacting, Secretary of the Council, Comrade Kehinde Ogunyale, said five members could not take such a critical decision for a council made up of 20 members.

Speaking on behalf of other members, he stated that the meeting lacked the authority to extend the tenure.

Members not present at the meeting include Late Olayinka Olowoporoku; Comrade Bayo Fabiyi; Alhaji Lateef Oshodi; Comrade Akinpelu Adesina; Comrade Olayiwola Ogunsolu; Comrade Olusanya Segun; Comrade Olusoji Folorunsho; Comrade Adebayo Sunday; Comrade Gbenga Egunlusi; Comrade Idowu Akintunde; Comrade Musa Oladipupo; and Chief Adeola Adeagbo.

Ogunyale explained that Comrade Monsuru Akande, who presided over the meeting, is only an Acting Chairman whose appointment has not been ratified by the council.

He said the position of other council members is that Sadam should first step down as President of OPC New Era, as stipulated in the organization’s constitution.

According to him, other national executives have stepped aside to allow the Elders’ Council to put in place new executives to ensure stability and due process.

CEOs in Sex-for-Promotion Scandal: Leaked Evidence Exposes Corporate Abuse, Financial Fraud

By Abiodun Atilola, Ibadan

EO50903....CLA 404

A major sexual harassment scandal has erupted in Nigeria’s corporate sector following the emergence of damning evidence implicating two chief executive officers of leading companies in alleged sex-for-promotion schemes, abuse of office, and diversion of company funds.

The development comes despite repeated denials by the management of the affected organisations, which had earlier dismissed allegations of misconduct as “false, malicious and unfounded.”

However, an extensive investigation conducted by this newspaper uncovered compelling evidence, including audio recordings, video footage, photographs, internal financial documents and testimonies from former employees, revealing a disturbing pattern of sexual exploitation and corporate misconduct allegedly perpetrated by the top executives and their close associates.

Several victims, many of whom were reportedly dismissed after resisting sexual advances or attempting to expose the incidents, have now agreed to speak publicly.

One former employee, whose identity is being withheld for security reasons, alleged that female staff members were pressured into sexual relationships with senior executives in exchange for promotions, salary increases and job security.

“If you refused their advances, your career suffered immediately. Some of us were threatened, transferred unjustly or eventually sacked,” the victim said during an interview with this newspaper.

Documents obtained by the investigative team also revealed suspicious financial transfers from company accounts to certain female employees allegedly linked to the scandal".

The records indicate that large sums of money were paid under questionable descriptions, while some staff members received rapid promotions despite lacking the required qualifications or years of experience.

ORIIRE ABDUCTION: Security Operatives Seal Escape Routes as Kidnappers Remain Trapped in National Park - Oyelade

The Oyo State Government has disclosed that suspected kidnappers involved in the attack on LA School, Ahoro-Esinele, and Community Grammar School, Ahoro-Esinele, Oriire LGUBEA, have been effectively confined within the National Park axis following coordinated security operations aimed at preventing their movement into neighbouring states.

The attack, which resulted in the killing of a teacher and the kidnapping of some pupils, also led to the abduction of the principal, two vice principals, and three teachers.

In a statement released by the Commissioner for Information, Prince Dotun Oyelade, security operatives have successfully surrounded the area, restricting the suspects’ movement and preventing possible escape into Kwara State or other neighbouring locations.

According to the commissioner, one motorcycle rider and one teacher were shot during the incident, while the injured teacher later died.

Prince Oyelade explained that immediately after the attack, around 11 a.m. yesterday, security agencies, including the Nigerian Army, Civil Defence Agro Rangers, and the Nigeria Police Force, with officers from the Monitoring Unit, were mobilized to commence rescue operations.

The Commissioner of Police subsequently directed the Anti-Kidnapping Squad (AKS) to join the operation.

He also revealed that the Commissioner of Police coordinated with his counterpart in Kwara State, with both commands agreeing to strengthen surveillance and ensure any suspect attempting to cross state boundaries would be apprehended.

Prince Oyelade noted that patrol operations commenced this morning after intelligence indicated the suspects remained within the National Park in Oyo State. Three separate patrol teams comprising Amotekun operatives and hunters drawn from seven local government areas in Oke-Ogun were deployed through Igbeti towards Oloka and adjoining communities.

While noting that there has been no direct contact with the abductors so far, the statement said authorities are currently focused on establishing the exact number of pupils affected, as school authorities have yet to provide accurate records of missing children.

“This has made the rescue operation more difficult. What we are trying to do now is locate their position and apply pressure,” He said.

The commissioner assured residents that security personnel remain actively engaged in the ongoing operation and expressed confidence that the sustained pressure on the suspects would support efforts to secure the safe release of those abducted.

He added that security operatives have effectively surrounded the area, with indications suggesting the suspects remain within the National Park corridor and are unable to move into Kwara State or other neighbouring areas.

He  emphasized that the swift response to the incident reflects the Oyo State Government’s sustained investment in security infrastructure and proactive measures aimed at protecting lives and property across the state.

As part of these efforts, Amotekun in Oyo State remains the most fortified and funded security outfit in the South-West, with the corps currently operating 181 vehicles, 450 motorcycles, and over 2,500 personnel to strengthen surveillance, rapid response, and community-based security operations across the state.

He reiterated that these investments underscore the state commitment to maintaining a robust security architecture capable of responding swiftly to emerging threats and safeguarding residents.

He also reaffirmed the state  commitment to securing the release of all abducted victims and restoring normalcy to affected communities.
