Wale Adedayo Lied On Zero Allocation, say Ogun Council Chairmen

Local government chairmen in Ogun State, have denied the allegation that the state government had been diverting their funds, resulting in zero allocation to them.

This is even as Governor Dapo Abiodun said he was disturbed by the baseless allegation against him.

The council chairmen visited the governor with Mr. Wale Adedayo, the Chairman of Ijebu East Local Government, who made the allegation, to tender an unreserved apology, as they accepted that mistakes had been made.

Speaking at the meeting in his office at Oke-Mosan, Abeokuta, attended by 18 out of the 20 chairmen, Governor Abiodun expressed surprise at the allegation, noting that rather than starving the local governments, he has made several interventions on their behalf to lessen their burden.

Prince Abiodun said he has always been supportive of the councils because they are an integral part in the march towards the development of the state.

He said, “Where there is no information, there is misinformation. When I read in the news media yesterday that I Adedapo Abiodun, the privileged Executive Governor of this State for the second term, is being accused of diverting funds meant for a local government. I say to myself perhaps it must be another Adedapo Abiodun and not me.

"God knows that this job, I am doing it with every iota of sincerity of purpose. I continue to ensure that I am guided by all the promises I made in the course of my journey to the governor's office. I continue to remind myself that I am holding this public office in trust as a trustee for and on behalf of all sons and daughters of this state and I will continue to be dogged, irrevocably committed to developing every part of this state equitably and fairly.

"I will continue to respect that besides the state government, there is also another tier and we are charged with the responsibility of building the future of this State.

"So, I began to wonder how could anyone possibly begin to imagine that I would divert funds meant for another tier of government when my party, the APC, had formed government 100 per cent in that tier particularly. It is not as if I am trying to punish some council chairmen who are not in my party. State government and local government are all one family.”

He said his administration worked tirelessly to ensure the emergence of the council bosses and therefore could not engage in any act that could retard development at the grassroots.

He also disclosed that he, along with two other governors had impressed it on President Bola Ahmed Tinubu to help with separate intervention funds for the local governments.

“I know what I committed to ensuring that we are all successful when you were contesting either at the primary level or at the general elections. So how will I be able to explain to my conscience that having done all that, having vowed, having pledged, having been committed to the development of this State, as evidenced across the length and breadth, how would I justify stifling the local government?

“I know what myself and two other governors advanced before our president in the last two weeks about the need for the Federal Government to provide separate interventions just for the local government. So naturally, I have been taken aback,” Abiodun said.

The governor acknowledged the place of disagreement in human relationships but added that there should be roundtable discussions to find solutions to any vexed issues instead of resulting in misrepresentation and character assassination.

“Our preoccupation should be to continue to join hands together to build the future of this great state. I restate my commitment to ensuring that your tier of government is given all the support that you need to make the best of the opportunity that your people gave you. As you will be entering the last few months of your administration, it will be a joy and delight to ensure that you all have legacies that define your tenure in office,” the governor assured.

The Chairman of Ijebu-Ode Local Government, who also doubles as the Association of Local Government of Nigeria (ALGON) Chairman in the state, Hon. Emilola Gazal, told the governor that the visit was to acknowledge the mistakes that were made and to beg for forgiveness.

Gazal acknowledged that the governor had at no time interfered in the distribution and sharing of local government funds from the federation account.

According to him, as the leader, the governor was bound to be insulted, but he must forgive and forget.

He said the governor has been passionate about the development of the state, adding that no previous administration can claim the same success recorded across the state in the last four years.

The chairmen also acknowledged that in May, N4.5bn was shared by the 20 local governments. In June, N4.4bn was shared, while July also saw the sharing of N4.4bn. In August, N5.2bn was shared.

They also confirmed that during the COVID-19 pandemic, the governor was augmenting their allocation to the tune of N1bn monthly.

The chairmen admitted that because of insufficient funds from the federation accounts, they have been unable to pay the mandatory Pay As You Earn (PAYE) to the state, and as a result, they are owning the state, several billion.

Kazal while speaking in an interview, said all the grey areas in the contending issue have been resolved, adding that the meeting with the state officials provided the chairmen the opportunity to get a briefing on what the state government has been doing to ensure smooth running of the council areas.

He said, “We are here to see the governor to discuss the grey areas and today, all sides are better off. We have seen the lighter sides of the grey areas and all those issues have been resolved amicably. The governor has assured us that local government will continue to witness development till the end of his tenure.”

Oyo’s Efforts in Solid Waste Mgt: Yielding Good Results? By Adewale Oyejide

Solid waste management is one thing just about every government provides for its residents. In Nigeria, methods of waste management practices differ from state to state, depending on the waste sources, types, and characteristics.

Waste Management, according to scholars, plays a vital role in nature’s ability to sustain life within its capability. In many developing nations of the world, it has become a recurrent challenge, especially in urban areas. So the challenge of waste management is not peculiar to Nigeria.

In Nigeria, waste generation is on the increase due to the rise in population resulting from the economic development in cities and the pattern of production and consumption of materials. The current waste management practices in the nation are fast becoming a national issue and unsustainable, leading to apparent environmental risk.

While States vary in their approaches to managing wastes, Oyo State Government’s approach has been holistic. Years ago, the waste management methods were ineffective, before the introduction of Mottainai Recycling Ltd to the waste system of the state. This led to the demand for an all-inclusive waste management approach, proper execution, and enforcement of environmental regulations and laws.

The state Government has not only made efforts to manage its wastes disposal, by ensuring houses have waste bins, the State through its waste Consultant, Mottainai Recycling Ltd has enticed residents with Recyclable rewards.

Managing waste, from collection and transportation to disposal, is a major challenge in the megacity, which accounts for a large proportion of Nigeria’s waste. The population of Oyo state, urbanisation, consumption patterns and the scale of economic activity work together to increase waste generation.

A proactive measure put in place by Mottainai Recycling Ltd is the recruitment of about 200 Environmental Health Officers, to complement those on ground.

According to Mottainai, the Ad-hoc Environmental Health Officers to be recruited would be deployed at the State’s gateways.

The newly recruited team, were deployed to all the Local government areas of the State to educate residents on the best sanitary practices, in order to avoid the spread of transmittable and communicable diseases.

The importance of Environmental health officers as preventive health workers is accepted globally.

The waste expert has also recruited more sweepers on major streets of Ibadan. Adorned in beautiful green jumpsuits, provided by the company, the sweepers ensure that streets and curbs are kept clean and free of dirts. The sweepers, mostly women are responsible for cleaning the roads and public places used by vehicles and pedestrians. They also clean in car parks, and public parks. They have helped to maintain a safe and pleasant environment in the State capital.

Mottainai, in the early months of 2023, introduced a mobile app designed to monitor waste management, especially to track waste collection. This gives credibility to the company’s claim that it has deployed technology driven inclusivity. The company says it has an improved technology-based waste management system, to enhance a safe and habitable environment in the State.

The company said, this is part of a new step geared towards simplifying waste management in the pace-setter state and making it one of the cleanest states in the country.

The easy-to-use application helps track the ‘movement and management’ of hazardous and other solid wastes.

The waste management app, which can be downloaded on all smart devices, is designed with user convenience and sustainability, offering several key features to facilitate waste and recycling pickup requests. The app has a user-friendly interface. It provides an intuitive and user-friendly interface that allows waste generators to easily navigate and make pickup requests with just a few taps.

Additionally, Mottainai and Oyo State Waste taskforce members had strategised in May, 2023 on how to enforce the law guiding against improper disposal of medical waste in the state.

The decision was in line with Oyo state government’s efforts to address fundamental waste management issues in the health sector.

A need for the Waste Management Taskforce in the State to curb the spread of diseases, through effective waste management monitoring came to the fore. The Committee, when set up, has a mandate to establish, develop and implement sustainable waste architecture in the Health sector.

Apart from monitoring activities of health practitioners in the State, the committee put in place operational guidelines for managing medical waste.

No doubt, Mottainai has shown that it is committed to the welfare and protection of healthcare providers, medical waste handlers and the general public.

This is a clarion call on Oyo residents to contribute their quota in the ongoing sustainable waste management initiative.

Also, the Oyo state Government’s determination to address the waste management chain in the State is commendable. It has obviously taken the bull by the horn.

The proactive move of the Government has led to construction of roads and feeder roads in the State, which in turn has reduced food wastage and prompt delivery of food items from the hinterlands.

The Oyo State Government has ensured construction of roads leading to the Northern part of the State, (Oke-Ogun), because that is where food items are produced. By doing this, there is a massive reduction in food loss, and in the next 2-3 years, food will get to consumers quicker.

Mottainai Recycling Ltd, should also be credited for assisting the State Government to ensure waste contractors, otherwise known as Mottainai Accredited Franchisees (MAFs) get things done right this time.

However, we still have a long way to go, Mottainai and Oyo State Government must ensure residents key into its recycling initiative. Residents must learn to identify items that can be reused or recycled. This could include plastics, glass, paper, computers, electronics and other materials in your facility. By recycling or reusing, we can cut costs and minimize waste that doesn’t require special handling.

Some of the uncoordinated human activities which have inflicted serious damages on the mother earth include indiscriminate disposal of wastes, high intensity of fossil fuel among other factors.

Nigerians should also imbibe the spirit of going green, by planting flowers, explaining that it was through that the health of the people and that of the earth could be protected.

Four Inmates Get Freedom In Ogun As Ajadi Intervenes

A chieftain of the New Nigeria People’s Party (NNPP) in Ogun State, Ambassador Olufemi Ajadi, has extended a helping hand to four individuals incarcerated at the Ibara Correctional Centre in Abeokuta.

His act of compassion saw to the release of four convicts who were eligible for fine, Damilola Opebi, Oyebolu Shina, Dare Lawal and Oluwasegun Ayobami.

Ajadi, who is the gubernatorial candidate of the NNPP in Ogun State, in the recently concluded 2023 general elections, in unexpected gesture has stirred both appreciation and controversy within the community and the political landscape.

It marked a unique instance where a political figure, particularly a gubernatorial candidate, has directly intervened in the lives of individuals entangled in the criminal justice system.

It would be recalled that Damilola Opebi, Oyebolu Shina, Dare Lawal, and Oluwasegun Ayobami, had been serving sentences in the Ibara Correctional Centre, awaiting the legal processes that could potentially grant them their freedom.

Ajadi, who had been told by his legal team led by Isaac Dale Izunya, about the issues facing the criminal justice system, took it upon himself to ensure that the individuals were not left languishing in incarceration due to their inability to pay fines.

According to him, “I am not an advocate for criminal and illegal activities but I believe that the penalties for the less criminal offenders could be paid for after the wrongdoers have sobered and promised to desist from such crimes.”

The move has sparked a debate among Ogun state residents and political observers in which, some applauded Ajadi for his empathy and willingness to address the challenges within the correctional system, while others question the motivation behind this act, suggesting political grandstanding in the wake of a closely contested election.

In response to the controversy, Ajadi's legal team, led by Barrister Isaac Izunya, in a statement, emphasized his client's commitment to criminal justice reform and a fairer legal system.

Izunya asserted that the gesture was an embodiment of Ajadi's vision for a more just and compassionate society, irrespective of political considerations.

According to Izunya, “The bailing of the four convicts by Olufemi Ajadi has undoubtedly added a new dimension to the political landscape in Ogun State".

While the convicts were being interrogated by journalists one after the other at the point of their release on Friday 18 August 2023, Damilola Opebi, who is a skilled generator repairer, said he found himself behind bars for an unexpected reason, buying a stolen phone.

With determination to leave the past behind, he expressed his newfound ambition, "I want to engage myself now in a monthly paying job so that I will be a sponsor to my musical talent."

Oyebolu Shina, a talented fashion designer, who temporarily set aside his creative pursuits to work as a receiving clerk in a supermarket in Ota, said his time there led to incarceration due to missing goods.

"I was jailed because some goods under my watch got missing; I wish Olufemi Ajadi a successful outcome in all his endeavours for paying for my fine,” he said.

Dare Lawal, a motorcycle rider, faced a difficult choice when he stole someone else's house rooftop to sell and raise money to repair his dilapidated motorcycle.

After serving time behind bars, he emerged with a heartfelt promise to the Nigerian community: "I have been to jail, and Ajadi has paid my fine to be released. I promise Nigerians that I won't engage in nefarious activities anymore. May Almighty God bless Olufemi Ajadi, for his kind gesture for humanity."

Oluwasegun Ayobami, who is a truck driver, found himself ensnared by circumstances when he stood as a guarantor for his friend, Muse, who absconded with a motorcycle meant to be paid for instalmentally.

Ayobami said he was arrested on July 10, 2023, and sentenced to two-year imprisonment, adding that Ajadi’s kind gesture has reversed the jail term.

He said, "Jail is real! Government is real, and I want my people to desist from uncivilized and ungodly activities."

Police nab lawyer over incitement against Ogun SSG

Security operatives have arrested a legal practitioner, Barrister Femi Oniyide, in connection with the publication of a malicious story against the Secretary to the Ogun State Government (SSG), Mr Tokunbo Talabi.

Oniyide was arrested on Friday at Alagbado, Ogun State, based on a petition written against him by solicitors to the SSG, alleging “Criminal Threat To Life, Malicious Falsehood, Criminal Defamation And Misuse Of Police Connection.”

Security operatives have been on his trail for a while but he had been evading arrest.

He is presently in the custody of the Force CID Alagbon, Lagos.

The publisher of Metro Online, an online platform Femi Davies, who was alleged to be responsible for syndicating the story had earlier been picked up and was released on administrative bail after spending 10 days in the custody of the Department of State Services (DSS).

Another accomplice, Mr Tolani Oluwaseun, fingered as the source of the fake story has also been declared wanted, while officials of a commercial bank were invited to explain the circumstances surrounding the release and manipulation of the statement of account of Superflux, a company where the SSG had worked before.

Oniyide, in the petition dated July 26, addressed to the Assistant Inspector General of Police (AIG) Force Criminal Investigation Department (FCID) Alagbon, Lagos State, was accused of holding a press conference where he accused Mr. Talabi of money laundering and printing of ballot papers.

The petition, signed by Adepeju Jaiyeoba, reads, "We are solicitors to Mr. Tokunbo Talabi (hereinafter referred to as ‘Our Client’) on whose behalf we write this urgent petition.

"Our Client is the current Secretary to the Ogun State Government, a position he has held since June 2019 and is in that regard, a high-ranking member of the Ogun State Executive Government, a member of the State Executive Council, and the most senior political appointee of the State Executive Government.

"Prior to his appointment into Government, our Client was the Managing Director of Superflux Limited, a thriving manufacturing company in Lagos State.

"On Monday, July 24, 2023, our Client's attention was drawn to a publication titled: "Legal Practitioner Accuses Ogun SSG of Money Laundering, Ballot Paper

Printing'.

"The said publication was an explicit report originating from a world press conference held by a certain Mr. Femi Oniyide purporting to be a legal practitioner. The said Mr. Femi Oniyide, at a world press conference convened at Abeokuta based on different stories he read online’ accused our Client of using his former

Company, Superflux International Limited to syphon monies from the Ogun State Government, engaging in money laundering activities, stealing and diverting

COVID19 Funds, perpetrating illegal activities such as the printing of ballot papers for use in the 2023 general elections and manipulating the printing output  to influence the elections in favour of the Ogun State Governor. (A copy of the  offensive and blatantly false allegation as reported by

https://www.oxygist.com.ng/2023/07/legal-practitioner-accuses-ogun-ssg-of.html is

hereby attached and marked Document 1.)

"On the basis of the said ‘stories’ he read online, the said Mr. Femi Oniyide, went further in his delusional accusation to bewilderingly present a petition invoking the Economic and Financial Crimes Commission (EFCC) as well as the Independent Corrupt Practices Commission (ICPC) to investigate our Client for the purported offences.

"A careful study of the payment information provided by Mr. Oniyide as forming the bases of his petition will reveal two allegations that centers on the printing ballot papers in respect of the 2023 election which allegedly skewed victory in favour of the governor of Ogun State, Mr. Dapo Abiodun as well as allegations of diverting COVID19 Funds through Superflux International Limited.

"For the avoidance of doubt, our Client finds this deliberate falsehood peddled without a shred of evidence by Mr. Femi Oniyide perplexing and extremely disturbing for a lawyer of his status and post-call

experience.

"Our Client resigned his appointment as a director of Superflux International Limited by a letter dated June 11, 2019. His resignation was subsequently accepted by the board on the 15th of June 2019 and same was filed with the Corporate Affairs Commission. (A copy of the CAC document showing the current directors of Superflux International Limited is hereby attached and marked Document 2.)

"On the basis of the foregoing, our Client is no longer involved in the day-to-day operations of Superflux Limited, including the printing, distribution, use, and allocation of ballot papers, a duty which is within the exclusive prevail and discretion of the Independent National Electoral Commission (INEC). In other words, it is impossible for any private company – whether a contractor of INEC or not – to determine what ballot papers will

be allocated to any constituency during elections, or to influence the number, quantity, or variety of ballot papers that will be released and used during elections – only INEC can do that.

"Further, Mr. Femi Oniyide claims that these so-called facts were revealed during the sitting of the Governorship Election Petition

Tribunal. That is false in its entirety. The Petition that is pending before that Tribunal does not include any allegation against Superflux Limited and all the witnesses who have been presented in the proceedings – 84 as of Friday July 21, 2023 – never madeany allegations against Superflux Limited. In fact, none of them alleged manipulation of ballot papers.

"It is the position of our Client that the press conference and subsequent dissemination of Mr. Femi Oniyide’s spurious petition through various news website cannot be the standard and expectation of our criminal justice system. We state further that the culprit despite his inability to establish or present any documentary evidence against our Client and in flagrant abuse of the criminal justice system have in his malicious libelous activities reported his unfounded allegations to various police formations and investigative agencies.

"Based on all the above, we hereby urge you to use your good office to investigate our complaint as this case was reported against the culprit for investigation of the allegations and for possible prosecution to serve as deterrent to others.

We thank you for your anticipated swift response and action."

Potable water may become unaffordable for downtrodden Nigerians over high cost of borehole drilling - Ale

•Congratulates Joseph Utsve, the new Minister for Water Resources and Sanitation

The Co-founder of Global Initiative for Nigeria Development (GIND), Engr. Michael Ale has decried the increasing cost of borehole drilling in the country.

The development expert who described the current free fall of Naira currency as cause for the increasing high cost of drilling boreholes feard that soon potable water may not be affordable to the downtrodden Nigerians.

According to him, borehole is the most affordable and accessible clean underground water for Nigerians as clean surface water are no longer available to people in the country.

After list of Ministers Designate by President Bola Tinubu was released Wednesday evening, Ale congratulated Joseph Utsve, the new Minister for water resources and Sanitation.

He enjoined the new Minister for Water resources and Sanitation Joseph Utsve to show administrative skill in managing this ministry which has the life wire of livelihood.

Ale, who is also the President of Association Of Waterwell Drilling Rig Owners and Practitioners (AWDROP) on Wednesday while speaking in Ekiti, called for the government's intervention to tackle the present menace before Nigerians start drinking from dirty source of water which may result to waterborne diseases.

Ale said: "Water from boreholes comes straight from the ground making it 100% fresh and natural, unlike mains water, which is actually 60% recycled wastewater. The government at this critical time need to provide solution to avoid imminent waterborne diseases and other incommunicable diseases among Nigerian populace.

"Borehole allows businesses to thrive as a lot of companies such as farms need water to grow plants and take care of livestock which make a borehole installation a much more affordable option in the long run.

"Government at all levels should consider palliative to Nigeria Drillers in terms of support to their businesses. As this much needed support at this critical time will augment the cost of drilling driving non affordability of water for either consumption or all season farming.

"Imaging cost of drilling has risen from what it used to be to like 40% increase. This is really not good for Nigerian Livelihood. My fear for the people in the rural area is not even as scared as those in the urban city.

"Almost 79% of government infrastructure ceases to function one month after commissioning. Why is privately owned water infrastructure working and those belonging to government are not working.

It’s not going to be business as usual where borehole contracts are awarded to non professionals. Palliative will go down the drain and in the pocket of the unqualified company or individual consultant.

"Proper monitory will henceforth be adequately applied with the use of technology of our trace and track  monitoring device", Ale revealed.

Ogun to begin immediate reconstruction of Ita-Oshin-Ayetoro road, says Abiodun

The Ogun State Governor, Prince Dapo Abiodun, has directed the commencement of the immediate reconstruction of Ita-Oshin-Ayetoro road in Ogun West Senatorial District.

This is just as he directed the Ministry of Works to carry out an assessment of the road preparatory to the reconstruction plan.

Governor Abiodun who made this known during the commissioning of the 7 kilometres Ibooro/Imasayi/Ayetoro road in Yewa North Local Government Area, said it has become expedient to reconstruct the federal road which he said would not make movement from Abeokuta to Ibooro and other communities enjoyable if left undone.

Abiodun, while noting that his administration would divide the road into phases, said movement from the state capital to Ayetoro would soon become a pleasurable drive.

"On my way here from Abeokuta, I rode through the Ita-Oshin to this intersection. I asked my Special Adviser, how many kilometres bearing in mind that this is yet another federal road amongst so many federal roads that we have in Ogun State.

"This road will not allow us to reap the full benefit of this road that we are doing from Imasayi to Ayetoro. We have to do something about it and I want to make that pronouncement today.

"I have instructed that the Ministry of Works immediately come here and do an assessment of the road from Ita-Oshin to Ibooro. We will divide that road into phases, maybe two or three phases and we will begin the immediate reconstruction of that road.

"We have left it initially because the Federal Government promised that they were going to reconstruct it. But as you can see, they are not ready. Be rest assured that coming from Abeokuta to Ayetoro very soon will be a very pleasurable drive," he said.

Ogun State Governor, Prince Dapo Abiodun, has said his administration would create a Journalists Estate that would provide affordable and befitting houses to journalists in the state.

The estate, the governor disclosed would be sited close to the new workers' estate to be built by his government along the Kobape- Abeokuta road.

Governor Abiodun who stated this when he visited the Nigeria Union of Journalists (NUJ), Iwe-Iroyin Press Centre, Oke-Ilewo, Abeokuta, said the media professionals have been instrumental to the success his administration achieved in the first term, hence the need to involve them in serving the people better.

He added that his administration would build a befitting hall at the union's new site, while renovation work would be carried out at the existing Union Hall built by the former governor, Chief Olusegun Osoba, to change the face of the profession in the state.

He  implored the leadership and members of the NUJ to be responsive in their activities and reports.

The governor said his government is not averse to constructive criticism, noting that positive criticism would spur his team to work harder for the betterment of the state.

"This fundamental principle of journalism as illumination of the society is regrettably defeated if the criticism is based on malice, parochial tendency and self-aggrandizement; such is destructive and a disservice to our collective aspirations and desires.

"Please make your reports objective and your criticism constructive, devoid of malice. On our part as a government, we shall continue to support your union in all ways possible to ensure you seamlessly deliver your statutory obligations in a media-friendly environment and without any form of intimidation whatsoever," the governor assured.

He said he would engage competent journalists to serve in his administration just as the State Council of the NUJ, would be involved in selecting his media team for his second term in office.

He said, "I want to thank you for many of your reports in the past years, which had objectively and constructively assessed our policies and subsequently served as the impetus for us to improve the quality of our democratic deliveries and serve our people better.

"I want to commend your consciousness for professionalism, by being objective and patriotic in your reportage with the focus of building a strong socioeconomic bridge for our dear state and the coming generations," he added.

He said as critical stakeholders in the state's project and a watchdog to society, journalists needed to be professional by being objective in their reportage, as members of the public look up to them as the mirror of society.

Governor Abiodun stated that the visit to the Press Centre was in line with his promise to constantly engage the men of the pen profession in building a synergy that would engender good governance and fast-track the socio-economic development of the State.

The Chairman of NUJ, Ogun State Council, Comrade Wale Olarenwaju, while speaking earlier, urged the governor to appoint capable media practitioners who would be able to liaise with their colleagues in projecting the laudable achievements of the government to the public.

He appreciated the governor for being the first Chief Executive to visit and interact with journalists in the centre, just as he lauded the governor for donating a brand new bus to the union, pledging to support the government to serve the people better.
