As Oyo makes significant progress in road infrastructure under Makinde

By Sulaimon Olanrewaju

The recent commissioning of eight feeder roads, totalling 38.48 kilometres, reconstructed within the Ibadan Zone underscores the unwavering commitment of Governor Seyi Makinde to addressing the critical infrastructure deficit in road construction across Oyo State.

While commissioning the feeder roads, Governor Makinde had said: “As a government, our job is to do our best with the little resources we have to keep the residents happy and attract more people to come to our state. This is the way we grow our economy.

We also acknowledge that we do not have all the resources at our disposal. So, we cannot meet all our needs at the same time.

“This commissioning today will be the first of many.

Our administration earmarked an initial 95.58km of feeder roads for asphaltic improvement and reconstruction in December 2023. This is just half-way through it and they are to be completed within 12 months.

“With over 38km completed and the remaining 57km ongoing, I can rightly say we are over half-way done.”

Since assuming office in May 2019, the Makinde administration has made remarkable progress in improving the road infrastructure in Oyo State.

Between June 2019 and May 2023, the government completed 144.37 kilometres of roads. From June 2023 to May 2024, an additional 152.92 kilometres were completed.

Adding the recently finished 38.48 kilometres of feeder roads, the Oyo State Government has successfully completed a total of 335.77 kilometres of roads, with another 273.31 kilometres currently under construction.

These achievements do not include the numerous road projects undertaken by local government councils throughout the state.

This progress comes at a time when road infrastructure has become a trending issue on social media, particularly on X (formerly Twitter).

While the focus has been on the state of roads in other southwest states, it has inevitably cast a spotlight on Oyo State's efforts to mitigate its infrastructure deficit. Previous administrations primarily focused on road rehabilitation within the Ibadan Zone, leaving inter-zone commuting difficult and time-consuming due to the dilapidated state of intra-state roads.

This not only hindered economic growth outside Ibadan but also placed a heavy reliance on the zone for internally generated revenue.

Governor Makinde recognised that a new approach was needed to unlock Oyo State's full potential. So, he adopted a strategic plan to allocate resources towards roads critical to the state's economy, aiming for accelerated development and economic growth. The goal was to connect all zones with motorable roads, thereby opening up other parts of the state to more investments.

Oyo State, being largely agrarian, also needed improved rural roads to facilitate market access for farmers. In July 2019, barely six weeks into office, the Makinde administration paid counterpart funding for the World Bank-assisted Rural Access and Agricultural Marketing Project (RAAMP) project to rehabilitate 1,000 kilometres of rural roads. Once the matching funds are released, the project will commence.

One of the administration's first major projects was the 65-kilometre Moniya-Iseyin Road, a federal road connecting the Ibadan Zone (the main consumption centre) with the Oke-Ogun Zone (the food basket). Completed in 18 months despite the COVID-19 pandemic, this project leveraged Oyo State's comparative advantage in agriculture. Subsequently, the government has connected the Oke-Ogun and Oyo Zones by reconstructing another federal road - the 34.85-kilometre Oyo-Iseyin Road, linked the Ibarapa and Oke-Ogun Zones with the limited rehabilitation of the 38-kilometre Igboora-Igangan-Iganna Road, and connected the Oke-Ogun and Ogbomoso Zones with a new 76.67-kilometre road between Iseyin and Ogbomoso.

The ongoing rehabilitation of the 48-kilometre Ido-Eruwa Road will further enhance connectivity between the Ibadan and Ibarapa Zones.

Beyond major inter-zone roads, the Makinde administration has undertaken various road projects across the state, including completing ongoing and abandoned projects inherited from previous administrations.

LaNotable examples include the 12.5-kilometre Challenge-Apata Road, the 9.7-kilometre Saki Township dualisation, and the 5.2-kilometre Gedu-Oroki-Sabo-Asipa Road.

Local government councils have also played a crucial role in road rehabilitation. Projects like the 10.3-kilometre Ido-Omi Adio Road by the Ido Local Government Council, the 14.1-kilometre Eruwa-Lanlate-Maya Road by the Ibarapa East Local Government Council, and the 6-kilometre Idiko-Ile Ayegun Road by the Iwajowa Local Government Council have significantly improved access and connectivity within the state.

With four out of the five zones now connected, the focus has shifted to feeder roads.

In 2024 alone, the government awarded contracts for the reconstruction and rehabilitation of 106.41 kilometres of roads in Ibadan, with eight feeder roads totalling 38.48 kilometres already completed.

Governor Makinde has assured that similar efforts will be extended to the remaining four zones.

This strategic approach to bridging the infrastructure gap is yielding positive results.

Improved connectivity has attracted more businesses to set up operations outside Ibadan, significantly reducing journey times and fostering economic growth.

For instance, the Fasola Agribusiness Industrial Hub, situated along the reconstructed 34.85-kilometre Oyo-Iseyin Road, is now fully occupied by medium to large-scale businesses.

Increased investments have boosted Oyo State's internally generated revenue from an average of N1.8 billion monthly in 2019 to N4.9 billion monthly as of Q1 2024.

This revenue growth enables the state to allocate more resources to road projects, ensuring continued progress in addressing the infrastructural deficit.

In addition, Oyo State is now seen as the new Lagos for real estate development and other major projects.

In fact, hardly would you see a development project being carried out within Nigeria which does not feature Oyo State. All of these are direct and indirect results of Governor Seyi Makinde’s strategic approach to road construction within the state.

As Governor Seyi Makinde has promised, the government is not planning to slow down or rest on its oars. Presently, the government is also constructing the futuristic and ambitious 110-kilometre Circular Road which encircles Ibadan and will take the pressure off inner-city roads, reducing congestion and providing another option for motorists passing through Ibadan to other states. The road will be tolled to raise revenue.

Makinde has promised that at least 70 kilometres of the project will be completed before the end of his second tenure.

Truly, the Seyi Makinde administration is working with the mantra, “Where roads go, developments follow,” as it seeks to take the people of Oyo State from poverty to prosperity.

Oyo APC’s road to Syracuse

By Sulaimon Olanrewaju

As Archimedes, the great Greek scholar, stepped into his bathtub, he noticed a rise in the water level.

It then occurred to him that the volume of water displaced must be equal to the volume of the part of his body he had submerged in the water. It also dawned on him that the volume of irregular objects could be measured with precision.

This was hitherto an intractable problem. Realizing what he had discovered, Archimedes leapt out of his tub, forgetting to cover his body and ran through the streets of Syracuse shouting “Eureka!” I have found it! Because of the importance of his discovery, the people looked away from his nakedness and concentrated on his message.

In like manner, on Monday, members of the All Progressives Congress (APC) in Oyo State chapter, clutching a piece of paper, literarily ran unclad through the streets of Ibadan shouting “Eureka!”

When asked what they found, APC members said they had discovered that Governor Seyi Makinde “is nursing the inordinate ambition to make Oyo State a separate republic from Nigeria with a view to making himself a demi-god that would be worshipped by all and sundry.”

The party also accused the governor of wanting to manipulate the disbursement of local government funds, adding that this might result in some local government chairmen ending in jail.

That was meant to ignite the elected council bosses and the people against the governor but it fell flat because when the people heard what the APC had to say, they looked askance at them, hissed, moved away from the party and concentrated on their various businesses.

They kept saying to one another, “How can anybody accuse Makinde of wanting to carve out another country from Nigeria? How does that make sense to anybody?

These people have eventually stripped themselves naked in public glare.”

The statement issued by the APC on Monday has shown the party for what it is: petty, empty and flippant.

The party’s heartache arose from the decision of the local government chairmen in Oyo State to float and register a new association.

This has been misinterpreted by APC to mean a pull-out from the national body, the Association of Local Governments of Nigeria (ALGON).

But in the communiqué issued by the local government chairmen after their meeting on Saturday, there is no mention of withdrawal.

What the council bosses did was to communicate their intention to form a new association, pledge their loyalty to Makinde, express their support for the democratic ideas of the local government system as enshrined in the 1999 constitution of the Federal Republic of Nigeria (as amended) and reiterate their commitment to the delivery of real development in local councils in the overall interest of the people at the local level.

For whatever reason, these have been giving APC members sleepless nights.

So, what is wrong with Oyo State council bosses forming an association? The Nigeria Governors’ Forum is the umbrella body for all governors in the country. Yet, we have the Northern Governors’ Forum, Southern Governors’ Forum, South West Governors’ Forum, etc. How has the emergence of smaller governors’ groups vitiated the NGF?

The major problem of APC members is that they have scant understanding of the issue they are agonizing about. They want to give the impression that Governor Makinde is creating a problem because he exercised his freedom of expression and aired his views about the Supreme Court judgment. But that is far from the truth.

The truth is that the Supreme Court judgment has created a bigger problem than the sponsors had envisaged. And this is indicative of incapacity to think through an issue. Those who wanted the judgment were so desperate that they didn’t take time to assay its consequences and come up with several scenarios before going ahead with their scheme. That is why the judgment has been difficult to implement. That is why the Federal Government still paid the last allocation from the federation account into states and local governments’ joint accounts despite the judgment. So, if anything, the APC should be flaying the Federal Government for disregarding the apex court judgment. APC should ask the Finance Minister why the last allocation was not paid directly to the councils. APC should ask the Accountant General of the Federation (AcGF) why the council funds were not paid directly to them. Instead of insinuating that council bosses in Oyo State would go to jail if they disregard the Supreme Court judgment, the APC should ask the EFCC to interrogate the AcGF on why he chose to defy the Supreme Court judgment.

The truth is that whether state governors keep mute on the matter or not, no state government has complied with the apex court judgment. I challenge the APC to controvert this by mentioning any state where the Supreme Court judgment on local government financial autonomy has been effected. Has Lagos State complied? Has Kwara? Has Kaduna, Imo, Ondo, Katsina, Borno or Ekiti?

The APC’s game plan is clear; it is to cause disaffection between the people and the government. But Oyo State people can see through their deceit, hence they regard APC members with disdain.

The fact is that having failed at the national level the APC is seeking relevance in the state by deploying diversionary tactics to shift attention from the major issues in the country. But the people are not deceived.

APC, the real issue is not the management of local governments in Oyo State, it is the mismanagement of the national economy which has made our Naira the worst performing currency in the world. Let’s talk about that.

APC, the issue in the country is not Seyi Makinde, it is the inflation rate at 34.2 per cent, which has made everything, including common water, to be extremely expensive. Can we please discuss that?

APC, the issue is not ALGON but the 38.8 percent poverty rate in the country. Please, let us discuss that.

APC, the issue is the erratic electricity supply and the ever collapsing national grid. Can we please have a conversation on these?

The pertinent issue is the persistent fuel shortage which the country has experienced since last year despite the promise of the president that with the removal of subsidy, fuel would be available. Let’s talk about that.

The issues are the high unemployment rate in the country, the unprecedented hunger in the country and the slow growth of the economy. Can we please talk about these?

The issue is Nigeria’s misery index which is at 75 percent.  The issue is the dwindling productivity level. The issue is the rising disenchantment of Nigerians with their country.

These are the problems that stark us in the face. These are the issues that tether our nation. These are the challenges we should channel our creative energies to, not issues of ALGON membership or the establishment of a phantom republic.

REFLECTIONS AS WE EMBARK ON THIS PEACEFUL PROTEST || HON. ADEDEJI DHIKRULLAHI OLAJIDE

By Tolu Mustapha

Weighing the Pros and Cons of the Agitations

As Nigerians prepare to take to the streets to demand an end to bad governance, it is essential to examine the pros and cons of this agitation.

While the protest is a constitutional right, it is crucial to consider the potential consequences of our actions.

On the one hand, the protest offers an opportunity for Nigerians to express their dissatisfaction with the current state of affairs.

It provides a platform for us to demand accountability from our leaders and push for reforms that will address the country's socio-economic challenges.

However, there is also a danger that the protest could be exploited by troublemakers or extremist elements, leading to violence, property damage and undermining the very cause that the protesters are championing.

It could also disrupt economic activities, causing harm to innocent citizens and businesses.

Kickstarting this peaceful rally, we must arm ourselves with a thorough understanding of the underlying issues, thereby fortifying our unity, sharpening our impact and propelling our message with clarity and conviction.

We must be mindful of the potential consequences of our actions and take steps to mitigate any negative outcomes.

Through a careful analysis of the advantages and disadvantages of the protests, we can arrive at a well-informed decision regarding the most effective and appropriate strategy to pursue.

We can also engage in constructive dialogue with government and other stakeholders to find solutions to the country's challenges.

As a representative of the people, I am committed to ensuring that the voices of Nigerians are heard.

I will continue to work towards finding solutions to the country's challenges and promoting the welfare of all citizens.

Let us march peacefully, with a clear understanding of our goals and the potential consequences of our actions.

Together, we can create a better future for ourselves and generations to come.

Tolu Mustapha, Special Adviser on Media and Public Affairs to MHR, Odidiomo.
